Who should create the PRF?

What happens when the PRF is created?
PRF creation has two effects:
  • Over half of the data elements required for completion of a PRF are sent to the PRF from the proposal; and
  • The proposal is Frozen and cannot be modified while in this Status. Frozen refers to proposals that have passed audit and for which a PRF has been generated (but not necessarily completed).
If, after the PRF is generated, changes to the proposal are required, it is possible to unfreeze and modify the proposal.

Unfreezing the proposal can affect the accompanying PRF: if the proposal’s PRF has passed its audit and is in Samsara or Pending Status, unfreezing the proposal also returns the PRF to the PRF Preparer. The PRF must be returned to Samsara or Pending Status prior to submission to SPA. If the PRF is in the process of electronic routing, unfreezing the proposal and returning the PRF to the Preparer starts the PRF signature process over again.
